NOTICE TO PUBLIC: The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive 006, which has suspended the provisions of NRS 241.020 requiring the designation of a physical location for meetings of public bodies where members of the public are permitted to attend and participate, public meetings of Carson City will NOT have a physical location open to the public until such time this Directive is removed.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Redevelopment Authority Citizens Committee meeting at lo12.3706a.com/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@3706a.com or via mail to the Planning Division at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

AGENDA

1.         Call to Order, Roll Call, and Determination of Quorum.

 The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item. 

3.          For Possible Action: Approval of Minutes – March 2, 2020

4.         Meeting Items:

4.A  RDA-2020-0006      For Possible Action: Discussion and possible action on a proposed recommendation to the Redevelopment Authority regarding the expenditure of up to $1,585,427 from the FY 2021 Redevelopment Revolving Fund to support various events, incentives and capital improvement projects as included in the FY 2021 Redevelopment Budget and Capital Improvement Program. Staff Summary: All expenditures from the Redevelopment Revolving Fund must be authorized by the Redevelopment Authority and Board of Supervisors upon recommendation from the Redevelopment Authority Citizens Committee. The proposed expenditures are for the following approved projects, programs and incentives in the FY 2021 Redevelopment budget: $25,000 for arts and culture special events, $25,000 for Nevada Day, $15,000 for farmers market, $10,000 for Christmas tree lighting, $7,500 for July 4th fireworks, $300,000 for the sales tax reimbursement incentive program for the Southgate Mall and Carson Mall, $207,927 for Richard Campagni (auto dealer) incentive, $25,000 for special event street closures, $50,000 for the Façade Improvement Program, $20,000 for the Sidewalk and Utility Assistance Program, $25,000 for the South Carson Street Project maintenance, and $875,000 for downtown sidewalk, landscaping and lighting improvements.

4.B  RDA-2020-0007     For Possible Action: Discussion and possible action on a proposed recommendation to the Redevelopment Authority regarding the expenditure of $20,000 from the FY 2021 Redevelopment Revolving Fund for Kit Carson Trail downtown historic tour markers. Staff Summary: The Culture and Tourism Authority (CTA) is in the process of planning and obtaining funding for historic property markers along the Kit Carson Trail downtown historic tour, formerly known as the “Blue Line” tour. The Redevelopment Authority has allocated $20,000 in the FY 2021 Redevelopment budget to assist the CTA with this project. All expenditures from the Redevelopment Revolving Fund (603) must be authorized by Resolution of the Board of Supervisors upon recommendation from the Redevelopment Authority.

5.         Discussion Only:

a. Staff reports and updates on matters relating to the RACC. (Lee Plemel)

b. Future agenda items for the next RACC meeting.

c. RACC member reports and comments.

6.         Public Comment**:

**PUBLIC COMMENT LIMITATIONS – The Redevelopment Authority Citizens Committee, as called to order, will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. Although it has been the ordinary practice of the Committee to provide an opportunity for additional public comment during each specific item designated for possible action on the agenda, public comment will be temporarily limited to the beginning of the agenda before any action is taken and again at the end before adjournment. This policy will remain effective during the period of time the State of Nevada is under a State of Emergency as declared by the Governor due to the COVID-19 pandemic and is intended to achieve the efficient conduct of meetings while facilitating public participation via telephonic means. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chairman, also retains discretion to only provide for the Open Meeting Law’s minimum public comment and not call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: 1) it is deemed necessary by the chair to the orderly conduct of the meeting; 2) it involves an off-site non-action facility tour agenda item; or 3) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code.
